Papé Material Handling works diligently to keep our customers up to date on the California Air Resources Board (CARB) emissions regulations for off-road engine-powered equipment. With this update, Papé Material Handling takes the step to link CARB regulations and fleet owners’ responsibilities directly to the customer.
CARB regularly updates their website and provides links to various responsibilities of fleet ownership under the law. These resources explore regulations (and their amendments) for propane, gas, LNG, and electric forklifts, sweepers/scrubbers, industrial tow tractors, and airport ground support equipment. In June of 2016, the CARB approved new revisions for the Large Spark-Ignition (LSI) fleet regulation; and in July of 2017, the OAL (Office of Administrative Law) accepted these amendments. LSI fleet operators are now required to:
- Submit an initial report by June 30, 2017, and then annually thereafter until 2023
- Label all affected equipment with an ARB issued Equipment Identification Number (EIN)
- Continue recordkeeping as they have been required to do pursuant to the existing regulation
- The effective date for the amendment was June 30, 2017
There are additional CARB materials the Papé Material Handling team highly recommends as great aids to understand the regulation revisions. They guide fleet owners to proper EIN labeling and the LSI engine fleet requirements, including LSI guidance documents, advisories, a training portal (including an LSI regulation webinar), and a DOORS portal.
CARB has had success with DOORS in the reporting of diesel-powered equipment, so it has extended this process to LSI equipment as well. The reporting requirements have become more stringent and a bit lengthier than they were in the past. Fortunately, CARB has developed templates for registering your equipment, an import function with required information you’ll need in the process, and a DOORS user guide.
Fleet management isn’t a simple job – equipment maintenance, team management, machine repair, legal compliance, and are all part of your responsibilities as a fleet owner. Initial reporting can be a longer initial process, but it doesn’t have to be difficult with the resources and tools that CARB provides, (CARB offers free diesel off-road and LSI classes) along with your team at Papé Material Handling.
